I have determined that Vice-Admiral Denby Starling II, Commander of NNWC (Naval Space Command), and of the U.S.-UN Space Fleet (code name: Solar Warden), is under the direct command of the National Security Council's Deputy National Security Advisor for Multi-Lateral Affairs Samantha Power, Director of NSC's Special Studies Group.(Who of course reports to the Commander in Chief, President Obama.)
Neither the Admiral nor SSG Director Power are under the line authority of the Chairman of the Joint Chiefs of Staff, General Martin Dempsey.
Thus DNSA-MA Power and Vice-Admiral Starling deal with and direct matters having to do with inhabited space, and with interface with Star Nations and Star Visitors.
While JCS Chairman General Dempsey is in charge of military matters on Earth.
While there is cooperation, the jurisdictions are separate.
If I should sometime meet Deputy National Security Advisor Samantha Power, I shall have to salute. After all she outranks a three-star flag officer.
