But wait, wait wait a moment. Just tell me how it,s possible to learn galactic diplomacy IF we don't know if the ET exist or not. Besides, we don't know how they are, and IF they are truly interested in Diplomacy.

So, I think that something is very WRONG here.
In his review of Salla's book " Exopolitics: Political Implications of Extraterrestrial Presence", Stefan Isaksson writes:

"Everything we think we know is a hoax, a lie, a cover constructed by different "secret governments" around the world in an attempt to keep the greater mass ignorant about the extraterrestrial existence. Even the most bizarre of bizarre ideas are very possible to Salla. For instance: in the final days of World War II, the German elite, helped by extraterrestrials, fled to the Antarctic and lived in underground bases; the Cold War was a scam that really was all about which super power could gain the most knowledge from the extraterrestrials, the rearmament programme during the Reagan era was initiated in order to build up a defence system against evil extraterrestrials; all sorts of non-Earthlings have infiltrated mankind's many institutions; and the on-going war in Iraq is really about finding ancient extraterrestrial technology buried in the sand since the days of the Sumerians."

You see, it's easy to make some money selling our fictions, particularly IF we accuse the imaginary BIG CONSPIRACY for everything that sounds rational.  B.C solves anything.
Forget about truth and please, do not think for a single moment that these people believe in their own rhetoric. Not at all, because they are (or were) intelligent people which cannot be serious about all this nonsense.
 
Their clients are those who desperately need to believe in something. Bored people that needs hope in something else. People that hate their daily life.

Well, after all, you are free to do with your money what you want.
However, I would think twice before paying for a Course in Galactic Diplomacy... How about waiting to see in the Aliens exist or not before wasting your money?  It's up to you, dear friends with Brain.

Dr. Richard Boylan Contradicts Himself.

Dear friends

Dr. Richard Boylan tells us that a group of extraterrestrial scientifics, the Altimarians, are here on Earth working (he says ) to fix our environmental problems.
ALSO he says that the omnipotent Cabal is in fact a Shadow Government which controls the Government, the scientific establishment, and even the military-industrial complex.
HOWEVER, nobody payed a visit to Doctor Boylan to "learn more" about these Illegal Extraterrestrial Aliens, right?
WHY IS THIS SO?
Simply because the authorities know that the presumed aliens are nothing but an invention of the self-proclaimed Councilor of Earth.
The Cabal, by the way is also a product of Boylan fantasies.
Does this man believe that we are Idiots believing anything he says? When will he show us some Evidence?
NEVER. If you ask for it, automatically you will be accused of Cabalism.

Selling our Soul to Irrationality

Faith is just "belief not based on evidence"
Carl Sagan stated that faith is the belief in the absence of evidence. "For me , believing when there is no compelling evidence is a mistake."

 For Richard Dawkins, faith is merely belief without evidence; a process of active non-thinking. A practice which only degrades our understanding of the natural world by allowing anyone to make a claim about reality that is based solely on their personal thoughts, and possibly distorted perceptions.

Faith is in general the persuasion of the mind that a certain statement is true, belief in and assent to the truth of what is declared by another, based on his or her supposed authority and truthfulness.

We will not argue about the importance of Faith in Religion. Muslims and Christians kill themselves in the name of Faith.

In mythological Ufology, the rhetoric of people like Michael Salla, Alfred Webre or Richard Boylan demand faith as primary condition. Without faith, the whole exopolitical and exobiological discourse is meaningless.

This is the tradition in UFO mythology.  We must always believe in what these people say, even if they have no scientific background at all. In fact we must deny science and instead believe in  pseudo-scientific, unsubstantiated rants.

We need to discredit the whole scientific establishment if we want to believe in what Boylan, Webre, Salla or Greer say.

We must "sell our soul to irrationality" and forget Logical, Rational, Critical thinking.

We are back thousands of years, again in a dark age of gods and all-knowing shamans.
We are into superstition, and in the political context, ready for Fascism and Authoritarianism.

But what are the motivations of all these fantasists?
There could be several motivations.
Ego, profiteering, resentment against society and science, and the will to control people for the pleasure of it.
Also we must consider the possibility that some of them believe in what they say, but usually the insane rhetoric is not clearly elaborated.
Personally I do not believe that they are professional disinformers. This would be the counter-conspiracy, the echo, the opposite delirium.

What is true is that the whole pseudo-ufolofgical scheme works well for those in Power.
Keeping people Ignorant and superstitious is what the Big Corporations need to remain in control.
Collective hypnosis, ignorance, belief in the Big Cosmic Brother, these are the new "opium for the people".
