After I told of the secret location of Cabal psi-war Col. John Alexander at a remote corner of Fort Huachuca, Arizona, within a couple days he had fled that bunker.
His new "hiding place" (sic) is now at an underground bunker 4626 feet north of the control tower at Marana Northwest Regional Airport, Marana, AZ. (Satellite photo attached with push-pin locator.)
This new bunker is underneath the junction point of two dirt roads, and is surrounded by four sewage settling ponds. How appropriate.
Alexander no doubt thinks that no one would possibly think of finding him there. Wrong!
Marana, AZ was the location of the "secret" CIA Air America operation during the Vietnam War, with Air America ferrying not only supplies but opium and heroin for the drug trade. The CIA switched the name of its covert airline to Evergreen International Airlines, but still maintains those operations at Marana Northwest Regional Airport. Marana is also location of a sprawling retirement community where retired Cabal infiltrators into the CIA live out their remaining years. It could be called a Cabal Sun City.
So naturally Alexander "ran to ground" hunkering down amidst fellow Cabal members.

Thanks. It is encouraging that there are folks out there with the consciousness to put themselves in the shoes of the visiting Star Persons, and to feel compassion for those who have lost their lives while trying to establish peaceful contact with Humans.

Hats off to Nikolay Subbotin, the head of the Russian UFO Research Station (RUFORS) in Molebka, near Perm in Russia's Ural Mountains. The monument's dignified almost-6-foot-tall statue (supposedly of a Tall Zeta, I'd think) shows the compassion of the Russians commemorating their brothers from the stars.

May Star Nations take encouragement from this display of solidarity from ordinary citizens who have not been bewitched by Cabal anti-Star Visitor propaganda.

The U.S. RQ-170 Sentinel drone that fell into Iran's hands was part of a joint CIA-military reconnaissance operation.

The Sentinel, (which is so advanced that the U.S. Air Force has not even distributed a photo of it), is manufactured by Lockheed Martin and is equipped with stealth technology.

Lockheed-Martin is a prime Cabal advanced-technology military and aerospace contractor. Its Black Projects division, Advanced Development Programs, (the appropriately name "Skunk Works"), is as close to pure evil as a large sprawling corporation can get. It is the chief recipient of captured Star Visitor technology from the Cabal, which maintains an active secret program of trying to capture Star Visitors, shoot down their starcraft, and plunder the technology inside. All the while Lockheed Martin pretends that the resulting human back-engineered and weaponized technology (such as the Sentinel Stealth Drone) is solely the result of Lockheed's brilliant human engineers. (Sic).

Fran, you are quite right that the Sentinel drone's navigation and guidance systems are crafted from components which include brain tissue from Star Visitors spliced together with human micro-circuitry to produce a hybrid bionic device.

Thus the Lockheed-Martin Sentinel represents the murder of Star Visitors and cannibalizing of their tissues. And people thought that defense contractors couldn't sink any lower! Such evil calls for government investigation and vigorous prosecution.

I did energy scans and President Obama is not aware of the cannibalism of Star Visitors being done by Lockheed-Martin. CIA Director does not know that the Sentinel drone has Star Visitor parts used in it. General John Allen, the US/NATO commander in Afghanistan, does not know about the Sentinel's Star Visitor-tissue components.

It certainly is the responsibility of the President of the United States to inform the American people about the atrocities committed on Star Visitors by US aerospace Black Projects military contractors like Lockheed-Martin's Skunk Works, Northrop-Grumman's "Anthill" operation, and Boeing's Phantom Works. ... But first the President has to find out that this is going on!

Fran, perhaps soon you and I can find a way to get word to the President about these atrocities, and wise him up.

P.S.: It appears that that capture of a Sentinel drone was a sly disinformation "Trojan Horse" operation by the CIA and DoD. That "Sentinel" which is in Iranian hands does not have the same color as real Sentinels (white instead of gray). And the "Sentinel" the Iranians have has wings which stick straight out from its fuselage, whereas real Sentinels have wings which sweep back and up slightly.

And so it is likely that the electronics and other technology which the Iranians have harvested is low-level, obsolete, and incomplete. (And by the way, there is no Star Visitor tissue in that fake "Sentinel" which the Iranians hold.)

Thus it appears that the CIA deliberately sent this useless "Trojan Horse" drone into Iran where it would be captured and deceive the Iranians, and the Chinese and Russians whom the Iranians would sell it to, as to the supposed state of advancement of U.S. technology.

Regarding those stories you've read about "great underground lakes and great caverns", most of that is disinformation put out by the Cabal to distract people interested in underground bases and secret installations.

What is true is that the U.S. government has used underground nuclear explosions to carve out artificial large caverns, which it then refashions into space for an underground installation, such as are under Area 51 and Site S-4 on the Nevada Test Site/Nellis Air Force Range.

And now you know why there were so many underground "tests" over the years on the Nevada Test Site. That many explosions were not need to test whether triggers for or new designs of nuclear weapons worked properly. Most of those explosions were for the purpose of excavating underground.

Yes, there are underground tunnels criss-crossing the United States. Much of this is for TAUSS, the Trans-America Underground Subway System, a classified secret military bullet train which operates in vacuum tubes supported by magnetic levitation, and transports VIPs between military bases and between government centers like Washington, DC, Colorado Springs, Colorado, Area 51, Nevada, and Naval Base Coronado, San Diego, California, etc.

For carrying heavy freight like some of the starcraft which have been shot down, there is an electric freight train which operates underground on rails between Sandia National Laboratories on Kirtland Air Force Base, Albuquerque, New Mexico and Area 51 in Nevada. There may be other such underground freight train "short lines".

I WAS a member of the Dr Boylan Yahoo Group. Yesterday he posted that a message supposedly from the White House page was not, and was indeed a disinfo plot by "The Cabal". When I replied that I too had got the message, his reply was that I was dark energy and banned from his group. For someone who claims to be "of the Light", he certainly is NOT and also claims that a good number of other people are disifo, dark and otherwise pushing the Cabal agenda while it is more than obvious they are not. Having followed his group for quite awhile, I have decided that his banning me has been a great thing and I can continue to send love, light, peace and healing to him and his group, thereby causing his predictions of gloom and doom to continue to fail. Searching for ET, But No Evidence Yet

Thank you for signing the petition asking the Obama Administration to acknowledge an extraterrestrial presence here on Earth.

The U.S. government has no evidence that any life exists outside our planet, or that an extraterrestrial presence has contacted or engaged any member of the human race. In addition, there is no credible information to suggest that any evidence is being hidden from the public's eye.

However, that doesn't mean the subject of life outside our planet isn't being discussed or explored. In fact, there are a number of projects working toward the goal of understanding if life can or does exist off Earth. Here are a few examples:

SETI—the Search for ExtraTerrestrial Intelligence—was originally stood up with help from NASA, but has since been moved to other sources of private funding. SETI's main purpose is to act as a giant ear on behalf of the human race, pointing an array of ground-based telescopes towards space to listen for any signal from another world.
Kepler is a NASA spacecraft in Earth orbit that's main goal is to search for Earth-like planets. Such a planet would be located in the "Goldilocks" zone of a distant solar system—not too hot and not too cold—and could potentially be habitable by life as we know it. The Kepler mission is specifically designed to survey our region of the Milky Way galaxy to discover Earth-sized, rocky planets in or near the habitable zone of the star (sun) they orbit.
The Mars Science Laboratory, Curiosity, is an automobile-sized rover that NASA is launching soon. The rover's onboard laboratory will study rocks, soils, and other geology in an effort to detect the chemical building blocks of life (e.g., forms of carbon) on Mars and will assess what the Martian environment was like in the past to see if it could have harbored life.

A last point: Many scientists and mathematicians have looked with a statistical mindset at the question of whether life likely exists beyond Earth and have come to the conclusion that the odds are pretty high that somewhere among the trillions and trillions of stars in the universe there is a planet other than ours that is home to life.

Many have also noted, however, that the odds of us making contact with any of them—especially any intelligent ones—are extremely small, given the distances involved.

But that's all statistics and speculation. The fact is we have no credible evidence of extraterrestrial presence here on Earth.

Scapegoating is a hostile social and psychological discrediting routine by which people move blame and responsibility away from themselves and towards a target person or group.

It is also a practice by which angry feelings and feelings of hostility may be projected, via inappropriate accusation, towards others. The target feels wrongly persecuted and receives misplaced vilification, blame and criticism; he is likely to suffer rejection from those who the perpetrator seeks to influence.

His wrong doings, his abuses, his errors are just the work of the "cabal", but never his own responsibility.

Obviously, this total distortion of truth will, eventually turn into psychosis.

Everyone,

For years my closest Team associates and I, as well as various people who subscribe to my on-line Yahoo Groups, have been harassed viciously and spammed by a Cabal operative who uses numerous aliases, such as “Frater Umbra”, “Alintel”, “Ilsa Goldfarb”, “Helmut von Rattenaw”, etc. to disguise his identity as he engaged in criminal cyberstalking, cyberbullying, and general defamation directed at us.

His smears have been all over the Internet, spreading toxic, defamatory and false caricatures of us and what we actually said. He has hacked into my Groups membership lists and harvested members email addresses, and then sent them endless taunting hate mail spam.

This Cabal spammer/psychopath most recently had been persistently needling my close associate Fran. That was the last straw;

I moved into action and spent an entire day doing research, including psychic energy-signature readings, acquiring criminal files on him, and other on-line research. The results of my findings on this Cabal criminal and his handler are laid out below.

First I found out that his real name is Joshua Jermaine Peterson.

That Cabal cyberstalker/cyberbully/hacker, Joshua Jermain Peterson is a 31-year-old African-American male, who already has seven known arrests and convictions for such crimes as repeated violent assaults with bodily injury on a family member (family violence), evading arrest, drug possession, failure to maintain family responsibility, and a traffic violation. (See one example of his long rap sheet attached.) All of these crimes were committed when he was living in Austin, TX. He moved to Houston more recently to try to get away from his criminal reputation in Austin.

His DOB is August 22, 1980. He is 5'8", 170 lbs., and lives at [house number given to authorities] Sagemill Drive, Houston, Texas 77089. He is unemployed, (except for the Cabal). His handler made his house mortgage payments, provided him money for living expenses, and intervened to get him off criminal probation.

His Cabal handler also created an elaborate on-line “legend” (cover) for him to disguise his true identity. The on-line Peterson (who never uses his real name) is supposedly a suave-looking “white man” of German-Swiss nationality appearance, who operates an “artistic design studio in Austin, TX”, and also shuttles to his “other Swiss house at Zurich” where he and his [non-existent] “wife” enjoy their “fancy expensive cars”.

Peterson hates his African ancestry, admires the WW II Nazis, and wishes he had been born a white German during that era.

In addition to hating his Blackness, he hates his gay orientation. Most of his acquaintances are male, but because of the anti-gay animus within the African-American culture and in macho Texas culture, he from time to time dates women in order to maintain the appearance of straight “respectability”.

His family are Christians who view homosexuality as a sin, and rejected it when Peterson tried to come out to them. This led to his getting violent with family members, who then called the police and had him charged with domestic violence more than once.

Peterson’s Cabal handler is an older white woman who worked at NASA-Johnson Space Center (JSC), Houston, about six miles east of Peterson’s house. The handler’s first name is Vilma, and her last name starts with an “S”. She has been a federal employee who worked in JSC’s Center Operations Directorate, where her job has been providing institutional services for JSC’s physical plant. She has been in upper management there. The Director of JSC’s Center Operations Directorate was unaware that his employee Vilma was a Cabal operative/handler.

And so I decided to take special action, and reached a person I know with contacts within the national security community. They saw to it that the national security community fielded an “enforcement squad” to bring to Joshua Peterson and his handler's attention their unacceptable behavior.

The national security enforcement squad went to Houston, and engaged Joshua Peterson (on-line aliases, “Frater Umbra”, “Alintel,' etc.), and delivered an enforcement action as only they can do.

Peterson is now so intimidated that he will never again type one syllable of harassment to anyone on my Groups/Lists. *

The enforcement squad also got to Peterson’s Cabal handler, Vilma S.

Vilma S. has been very effectively intimidated, and has discontinued working for the Cabal.

She has also lost her job at NASA, and been exposed to her NASA boss as a Cabal operative. She will have difficulty finding another job; when a potential employer asks for a job reference from NASA, the reply will curl the edges of the paper.

The enforcement squad followed up on the information they extracted from the handler Vilma and traced the trail back to her Cabal supervisor, a man. They paid that man a visit and extracted from him the identity of his Cabal supervisor, a woman. The squad leaned hard on both of those Cabal supervisors, deactivated them. Those individuals no longer work for the Cabal, will have trouble getting a job anywhere else, and by now wish they'd never heard of the Cabal.

In the meantime the Cabal higher-ups learned about the national security enforcement squad's tracking down their Joshua Peterson/Alintel and his Cabal handler Vilma, and that the NatSec team had deactivated them. The Cabal also determined that the NatSec squad was working up the breadcrumb trail, and had reached up to, and deactivated, Vilma's Cabal supervisor, and his Cabal (female) supervisor. The Cabal higher-ups then jumped into action and contacted the Cabal handler whom that female supervisor reported to, and instructed him to go off the grid and "go dark". Thus, although the squad extracted the name of the man whom that woman supervisor reported to, by the time they got to where he was supposed to be, he had disappeared and erased his trail. And so that particular breadcrumb trail had gone as far as it could.

The fact that, in very short order, Joshua Peterson, his Cabal handler Vilma, her Cabal supervisor, and his Cabal supervisor, all four, were tracked down by the national security enforcement squad and “deactivated” is extremely troubling to Cabal higher-ups, and strikes more than a few tendrils of fear into them.

The Cabal are used to playing dirty from behind the shroud of false identities, "invisibility" and untraceability. They can no longer assume that these "safeguards" will work any more. Nor can their operatives who do their dirty work assume that they can harass any longer without getting identified and dealt with.

Based on what happened in a previous case on September 23^rd with Cabal email harasser and Texas pedophile, Fat Boy, and his Cabal handler from Dyess AFB, [I used computer-assisted remote viewing to identify them and bust them to my military-intelligence contact for law enforcement action], and the fact that I used these same psychic abilities and diligent research to identify and bust Joshua Jermain Peterson and his handler, those Cabal higher-ups have concluded correctly that Star Seeds like me now constitute a new danger to them.

We Star Seeds are waking up to our more complete powers, and how to use them to make a difference for good in our society.

If those Cabal higher-ups have their lame staff attempt future viewing, they will see that there is a pattern here. And it suggests that the jig is up for the Cabal.

For in the bigger picture, many Star Seeds are looking at this, and beginning to see the implications for themselves. They are starting to wake up to the potential of using their psychic abilities in a focused and deliberate way to start to identify, expose, deactivate, and dismantle local members of the Cabal empire, one reprobate at a time.

In other words, Star Seeds themselves are starting to take apart the web of Cabal affiliates.

Star Seeds are also starting to wake up and see that they can also team up with White Hats within local (or national) organizations, such as law enforcement, to expose and remove Cabal “assets” big and small from positions of influence in society.

It is well that we open up this discussion across the Internet, and thus awaken, mobilize, and set examples for Star Seeds everywhere in how to swing into a more active and focused phase of assisting the Transition from corrupt Fourth World to a reformed Fifth World.

For too long we in the UFOFacts and other lightworker communities have been discussing a defensive posture, how to psychically shield better, etc.

Dr. Richard Boylan used and abused his presumed psychic powers many times: Thanks to his “readings” he banned members of the UFOfacts group, pointing them as “cabals”.

Without giving any rational evidence, he wrote about alien bases, star ships, cabal paraphernalia, conspiracies and future events. The credibility of the self proclaimed Councilor of Earth was untouchable. Any doubt about his statements was forbidden.

Now however, he recognizes that the “cabal” masked and confused my attempts to get accurate readings of those "five future quakes".

But there is more: Boylan writes that the Cabal projected yet another recent false impression into Fran's mind, supposedly from Star Nations: that a mothership would make an appearance over a large American city this October.

In his own words, the “councilor” informs that even Fran, the Incarnated Mantis, is under control of talented Cabal Psychics.

Obviously, if this is so, all his readings are meaningless and the credibility of the self proclaimed Councilor of Earth is CERO.

Why should anyone believe his future “readings” if he proclaims himself unreliable?

Long ago last year my close associate Fran told me that she received a message from Star Nations advising of a series of very large quakes to occur in the Appalachians this year in early September, 4, 5, 6, 7, 2011, with an aftershock. I posted this advance notice.

    When these quakes did not occur, I have been prompted today to look into that "prediction" and subsequent developments.
    What I discovered today is that Fran was the target last year of sophisticated Cabal psychic thought intrusions, (which continued).
    And not by just any old Cabal psychics, but ironically by those at the Cabal Super-Psychics Arch-Coven at Syczyrk, Poland, and at the 544th Intelligence Air Force Base, Colorado Springs. (These are the two groups which my Inner Team took out with a pair of Team Joint Psychic Exercises on June 29th and June 27th respectively this year.) Not soon enough.
    These are, of course, not the only talented Cabal psychics; they are others left who have been in action since my Team took out the Arch Coven and the 544th Intel Group.
    The Cabal's psychics knew in advance last year about that 5.9 large quake which occurred August 23 this year at Mineral, Virginia, adjacent to the North Anna Nuclear Power Station.
    They very cleverly superimposed the psychic impression of "five very large quakes in early September" adjacent to the real quite-large 5.9 quake in late August, so that the energy signature of that late-August 5.9 quake would "support", and disguise the non-existence of, any attempted reading of the supposed "five early-September large quakes". Thus making the Cabal deception harder to detect.
    To further complicate detecting any deception, these additional findings I discovered today have emerged.
    That Cabal Earthquake-Engineering Relay Station near Summersville, WV, which my Inner Team deactivated with our Team Joint Psychic Exercise on Sept. 10, was real. And the correlated Cabal earthquake-engineering elements of the originating negative-gravity field transmitter at Sandia National Labs, Albuquerque, and the terminal receiving devices placed down vertical shafts deep into the earth, (and which the Summersville Relay Station relays the scalar energy package from Sandia to), are real. (See 1st attachment for Summersville Relay Station.)
    The Cabal have emplaced at least five such deep-shaft devices at the five locations which I mistakenly dowsed as the epicenters of the "early September" quakes. It was easier for me to dowse those as future earthquake sites because the Cabal has prepared those sites as the location of potential future Cabal-engineered earthquakes, if such fit into their overall plans for chaos operations.
    Once again the energy signatures of "emplaced devices" and "intended future quakes" masked and confused my attempts to get accurate readings of those "five future quakes".
    When the first four "predicted" early-September earthquakes didn't happen, Cabal psychics then telepathically transmitted the idea that the September 10th Quake would soak up all the energy of the quakes which didn't happen and consolidate it into a 10.1 Super-Quake. They psychically focused this false impression onto their Petersburg, WV emplaced-device site, and thus induced me to mis-dowse that site as the location of the Super-Quake. (See 2nd attachment map.)
    The Cabal psychics also continued to put into Fran's and James's and my minds that the date of the Super-Quake kept creeping from Sept. 7 to Sept. 10, to Sept. 11, and to Sept. 12.
    Only today (9/13) have I been prompted to step back, reexamine everything, and put before you the readings and conclusions I now have derived with hindsight.
    Not content with this disinformation-fear-confusions ops, the Cabal projected yet another recent false impression into Fran's mind, supposedly from Star Nations: that a mothership would make an appearance over a large American city this October.

Trusting this supposed future-viewing, I as Councillor selected the city as Philadelphia, and the date as United Nations Day, and asked "Star Nations" through Fran if those were agreeable, and got an affirmative answer. (All false and deceptive impressions from the Cabal psychics, it turns out.) Thus, no mothership will park over any American city this Fall that I have any reliable knowledge of.
(By the way, I rescanned that future-vision from associate June about a mothership parking low over Cleveland in the Fall of 2013, and that event continues to read as real and truthful.)

     The Cabal brilliantly and deceptively achieved their principal objective: the utter trashing of my credibility, especially at the U.S. Government level, so that the US Government would never want to deal with me as Councillor of Earth.
    The Cabal will do _anything_ to keep Star Nations official diplomatic relations from commencing with the U.S. Government, and then with the United Nations; and thus the Cabal have tried to take out Star Nations' diplomatic designee, the Councillor of Earth.
    They have unsuccessfully tried multiple times to assassinate me. They keep trying innumerable times to character-assassinate me. But now they have succeeded in trashing my credibility with some, including in Washington.

So, now I have some apologies to make to the public and the members of my several groups: an apology for any confusion and upset occasioned by the Cabal earthquake deceptions which I unwittingly passed on.

    What does the future hold? I do not know.
    But I do know it will be a much steeper and more difficult path.

The Cabal's sneaky strategy of using their secret earthquake "engineering " equipment to delay Quake #1 from its predicted date of yesterday into today, Monday (as I now read it) will be a set-back to people now accepting any validity to what I say/pass on from Star Nations.
My current reading is: that the Cabal are pushing Earthquake #1 so late into today that it occurs _after_ Quake # 2. Thus making Quake #2 the new #1 Quake. Thus making me (and Star Nations) doubly "wrong".

My close associate Fran notes that by temporarily delaying the occurrence of the original Quake at Taylorsville, NC, the Cabal only make it stronger when it finally does occur. Thus, instead of being of 8.1 magnitude, it looks like it will be an 8.2 or even 8.3 in size (twice or three times as strong). Nice going, Cabal. They really know how to mess things up.

        This Petition for Writ of Mandate came on regularly for hearing
on January 19, 1996, in Department 7 of the Sacramento Superior Court,
the Honorable Thomas M. Cecil presiding. Petitioner was present and
represented by counsel, Mr. Richard S. Linkert. Respondents were
represented by counsel, Mr. Arthur D. Taggart. The matter was argued and
deemed submitted.

        For reasons set forth below, as well as those stated during the
hearing of January 19, 1996, the Petition for Writ of Mandate is denied.

        This Petition was filed under the authority of section 1094.5 of
the Code of Civil Procedure. It is undisputed that vested rights of
petitioner are at stake. Accordingly, this court has reviewed the
administrative record and exercised its independent judgment. With the
exception of one of respondents' findings, the court has determined that
the findings are supported by the weight of the evidence. Specifically,
the court finds the evidence relative to Determination of issue II
insufficient.

        With regard to each of the other Determinations found true by
the ALJ (Nos. 3, 4, 5, 7, 9, and 10), the court finds the evidence in
support overwhelming. Further, separate from the issue of whether
evidence in support of the acts comprising the Determination of issues
was presented, the court specifically notes that in each instance,
expert testimony was presented in support of these determinations.
Petitioner's contrary assertion is not supported by the record.

        Petitioner accurately asserts that basic concepts of due process
requires certainty and clarity of the accusations being filed as well as
the need for fundamental fairness in the hearing process. Contrary to
petitioner's assertions, however, the court finds no prejudice
occasioned by the amendments to the accusation. Petitioner was afforded
ample opportunity to address the amendments with the presentation of his
evidence and in cross examining respondents' witnesses.

        In his moving papers as well as during oral arguments on January
19, petitioner referred to the "thrust" or "focus" of respondents case,
asserting that the resulting "moving target" was constitutionally
defective and required reversal of the administrative decision. As
already noted, the record demonstrates that petitioner was afforded
substantial leeway in terms of responding to changes made to the
accusation. Moreover, the mere fact that petitioner misconstrued the
"focus" or "thrust" of respondent's case, does not diminish or negate
the end product. It is commonplace for arguments originally envisioned
to be "winners" to be tossed aside during the course of trial. Concepts
or tactics first deemed unwise often blossom before the eyes of the
litigants.

        In no respect does this court find any violation of the due
process rights of petitioner nor has petitioner been able to demonstrate
any prejudice stemming from the amendments to the accusation.

        Petitioner takes issue with the "delay" in pursuing the
complaint originally lodged with BOP by KG. It should be noted that KG
advised the board of her inability to go forward - alone. It appears
that the BOP acceded to her wish until such time as additional
complaints were filed against the petitioner. Moreover, petitioner is
unable to demonstrate any prejudice resulting from the delay.

        Lastly, petitioner has challenged the level of discipline
ordered by the boards. It is well-established that a penalty
determination will not be disturbed by a reviewing court absent a
finding of a manifest abuse of discretion. The fact that reasonable
minds could differ as to the propriety and necessity of a given sanction
is insufficient justification to overturn a penalty decision.

        The court concurs with the analysis of respondents, both legally
and factually as set out in respondents' Points & Authorities in
Opposition. Moreover, notwithstanding petitioner's efforts to
demonstrate that he poses no risk to the public, his own "Responsive
Brief" forcefully reinforces the position of _respondents_. Petitioner
consistently references the notion that his patients "misconstrued" his
intent, or that it was "misunderstood", or that the risk was "minimal."

        Obviously, petitioner holds licenses that confer upon him
substantial obligations. His chosen professions require that he exercise
good judgment, respect his patients' feelings and their needs. Contrary
to the position of petitioner, this court finds almost no evidence of
insight into the inappropriateness of his conduct. To the extent that it
exists, it appears to relate solely to the potential ramifications on
his licenses rather than an acknowledgement of misconduct or grossly
inappropriate behavior.

        Petitioner does not comprehend what all of the experts clearly
understood. Petitioner continues to assert that this case is about his
beliefs in alien encounters. It is not. Petitioner fails to grasp the
significance of the expert testimony and the findings as to matters
completely unrelated to aliens. Petitioner's conduct was outrageous,
especially in the light of the underlying reasons for treating these
particular patients. His conduct fell well below the standard of care
expected of his professions and constituted gross negligence.
Revocations are appropriate.

        Respondent is directed to prepare an appropriate order in accord
with this decision, obtain approval as to form from petitioner's counsel
and submit it to this Court.
